How about Insurance?
Let's talk insurance. In Thailand, there are no insurance companies who provide coverage for scooter damage to rental companies and their renters. If a rental shop is offering this, they are operating an unlicensed insurance policy and are under no obligation to pay you if something goes wrong. Nor is there oversight by the OIC - Office of Insurance Commission.
That being said, every scooter that is licensed and registered in Thailand comes with basic coverage for bodily injury in the amount of 30,000 THB. If you would like coverage beyond a basic level, there are various insurance companies that offer this coverage. However read the small print as many of these policies have requirements for scooter size (cc) and licensing.
How about International Drivers Permit?
You are responsible for your legal right to operate a vehicle in Thailand. The app will not ask you to verify this legal right however law enforcement has generally indicated to rental shops they must check for licenses. In practice, if you are stopped without a license you'll typically be responsible for a minor fine (~1000 THB), often paid at the time of the stop. Acquiring a written ticket or a photo of the police stop can often be used later for relief at any subsequent police stops.
